After a few days of tinkering...hocky-puck with Windows 2000 is wireless! Here is the secret:
For Windows 2000 with Service Pack 1 or 2 installed complete the following steps. If Service Pack 3 or later is installed, skip step 1.
1. Install QFE # 304014 (see comments below).
2. Add New DWord of "DisableIsaToPciRouting" in the Registry by completing the following:
a. Click on Start.
b. Select "Run".
c. Type "REGEDIT" in the "Open" box and click on "OK".
d. Select the following in the left frame: HKEY_LOCAL_MACHINE\SYSTEM\
CurrentControlSet\Services\Pcmcia\Parameters .
e. With the above "Parameters" folder highlighted, click on menu item "Edit".
f. Select "New", the click on "DWORD Value".
g. Type "DisableIsaToPciRouting" in the box that open. Do not type the quote marks or add spaces. It is case sensitive.
h. Press "Enter" and leave the "Data" field at it's default of "0x00000000 (0)"
i. Close the Registry Editor window and restart the computer.
3. Wireless!
Since this was a hand-me-down, I did not have the original Toshiba CD and even though I downloaded all the drivers, I still needed the above hack.

As complicated as that looks, why do I understand and follow it so much easier than LINUX command lines?
